Historical note
Seafam, according to one draft of a formal agreement made in 1987, is a company formed under the laws of Panama, by Dr. Harold Siebens. Clifford A. Rae was an attorney for Seafam Corporation. Rae corresponded heavily with Briscoe on many subjects, beginning in the mid-1980s and extending well past Siebens death (in 1989), continuing until 1993. Rae's job was to act on Siebens' behalf, both during and after Siebens' lifetime. Seafam Corporation was established by the Siebens family and owned by the Siebens Foundation.
